Re: Motion Adopted by INC Zoning and Planning Committee
Dear Mayor Hancock, Distinguished Members of City Council and Brad Buchanan, Director,
Community Planning and Development Department:
At the monthly INC Zoning and Planning Committee meeting held on September 26, members of the ZAP Committee unanimously voted to adopt the following motion:

“Inter-Neighborhood Cooperation, a network of approximately 90 Registered
Neighborhood Organizations throughout Denver, strongly urges the Mayor and
City Council to amend the Mayor’s proposed 2016 budget to allocate sufficient
resources for the Community Planning and Development Planning Services
Division to staff and fund the development of small area plans for the many
Denver neighborhoods that have never had a small area plan, and to update
neighborhood plans that are more than 15 years old.”

By way of background, the budget that Community Planning Department proposed had a significant increase for neighborhood planning staff. The increase was removed from the proposed budget that was released on September 16, 2015. The above-described motion conforms with section 4.1 of the 2015 INC Planning and Zoning Platform which provides that Denver’s Comprehensive Plan, adopted in 2000, and Blueprint Denver, adopted in 2002, should be reviewed and updated, with meaningful involvement of residential neighborhoods every 8-10 years. Neighborhood or small area plans should be created for all areas of the city and updated at least every 15 years.

As to the proposed funding of Blueprint Denver which was included in the 2016 budget, INC
appreciates that the proposed CPD budget includes funding to begin the update and looks forward to extensive public participation.
