Resolution Approved at July 25, 2020 Zoning and Planning Committee
will advance to August 8, 2020 Delegate Meeting
INC’s Zoning and Planning Committee, having held a meeting and discussion regarding the July 17, 2020 release of the Review Draft to amend Article 11 of the Denver Zoning Code (referred to as the Group Living Amendments), approved the following:
- Resolved, that additional time should be given (with timing taking into account how the pandemic is affecting residents of Denver) for further consideration of the proposal in order to allow council members to make sure that their constituents are educated on the proposal and its implementation/effect, including specific outreach to communities of color;
- Further Resolved, that this process should seek to incorporate compromise language offered to address constituent concerns;
- Further Resolved, that provisions of the proposal should be unbundled to allow full consideration of each material aspect of the proposal and, when outreach and compromise is achieved to the satisfaction of council members, such portion should be adopted separately.
Background: Previously, on June 27, 2020, the Zoning & Planning Committee discussed proposals on group living that had not been finalized, and approved a resolution found here. Subsequently, at the July 18, 2020 INC Delegate meeting, that Resolution was approved by Delegates.
At the July 25, 2020 meeting of INC’s Zoning & Planning Committee, after the release of the official Review Draft of the Text Amendment, attendees discussed the need for involvement of Council members and residents within those districts, and approved this resolution to allow additional time to Denver City Council members to educate and talk with their constituents about each aspect of the Group Living proposal, and then work with their colleagues on Council to develop compromise language.
Discussion was wide ranging, reflecting recognition of the critical need for changes to the Denver Zoning Code sections covering group living and the importance of giving Council members the opportunity to educate residents in their districts, get real input, and come together to figure out a compromise among Council members representing all 11 Council Districts.
