Proposed Bill To Temporarily Pause Some Landmark Demolition Deadlines

I hope you’re all doing well. Last month, we received comments from several of your members to pause some of our demolition review timelines during the current public health crisis. In response, we submitted a temporary bill to City Council this week to pause some of these deadlines. The proposed bill and executive summary are attached for your reference. The purpose of this bill is to give the community, including your membership, time to develop new tools for consensus gathering, research, and to work with the Denver Public Library, which is currently closed. We anticipate that this bill will be reviewed by City Council on June 15th, and if approved, it would go into effect later that week.
Here’s what is not proposed to change: once Landmark Preservation receives a complete demolition or CDE application, we will follow our normal review process. If Landmark staff finds that the property does not have potential to be an individual landmark, we will continue to issue the demolition approval or CDE within 10 business days. However, here is what the bill would temporarily change: if Landmark staff find that the property has potential to be an individual landmark structure, the application would be paused for posting and public notification until Monday, August 3rd. Any properties whose postings have not elapsed by the time the bill is adopted would also be paused, as would the timeframe for any designation applications that have been submitted as the result of a demolition or CDE application. Please note this is a temporary pause in the timeframe; it would not restart the posting timeframe.
