March Motion Vote
At our February 11th INC Delegates meeting, we heard two presentations on a motion from the INC Transportation Committee. In March, the Delegates will be asked to vote on this motion, which will be sent out for online voting to all Delegates. Please review the materials from our prior meetings below to inform your RNO and consider your support for this motion:
The Inter-Neighborhood Cooperation supports the Lincoln Street Community RNO’s and the West Washington Park Neighborhood Association RNO’s position requesting that DOTI, CDOT and FHWA to pause the I-25/Broadway Interchange project and update the design to align with the goals set forth in the Environmental Assessment for the I-25/Broadway project, specifically:

- Maintaining access to and from area neighborhoods; providing multi-modal travel options and fully integrated and useful bicycle and pedestrian facilities. And,
- Reconsider the rebuild of the I-25 northbound ramp that wraps around the 800 block of S. Lincoln — so as not to displace these neighbors.
Background:
- At the Jan 12 2023 INC Transportation Committee meeting, a joint presentation by two RNO leaders asked INC to join them in calling for a pause and update to the I-25/Broadway Interchange Project. Following a presentation by Amy Kenreich (President, West Wash Park Neighborhood Association) and Brittany Spinner (VP Lincoln Street Community RNO), and after Q&A the attendees voted 36 in favor, 0 opposed, to forward the motion below to the full INC Delegation for consideration.
- At the February 11, 2023 INC Delegates meeting, we heard from both the RNOs asking for the position and from the city’s Department of Transportation and Infrastructure (DOTI), with 10 minute presentations each and 10 minutes for Q&A.
- UPDATE
- On February 14th, DOTI issued a press release along with a general diagram of safety improvements to be added to the project for people walking and rolling between West Wash Park and the Broadway/I-25 station
- WWPNA and LBCRNO representatives wrote:
- “We are thankful to DOTI for reaching out to us to work together with the neighborhoods on this project that will affect the city for decades to come. While we still have questions about the specifics, the DOTI project team is actively listening, collaborating, and working with us to improve the project,” said Amy Kenreich (WWPNA President) and Brittany Spinner (LBCRNO Vice President).
- DOTI’s press release also indicates that DOTI is exploring the possibility of abandoning the rebuild of the I-25 Northbound onramp at the 800 block of S. Lincoln Street, avoiding the demolition of several homes. While not yet certain, this is a positive sign.

- WWPNA and LBCRNO representatives would still appreciate INC’s show of support with the proposed motion, as DOTI’s proposed changes to connectivity are not yet finalized and the rebuild of the northbound ramp with home demolition has not yet been removed from the project scope.
- INC Delegate voting will occur online in March, allowing one month between the February
