INC Zoning and Planning Committee Minutes November 24,2018
The Inter-Neighborhood Cooperation Planning and Zoning Committee met on November 24, 2018 and discussed the following items:

Senior City Planner Jeff Hirt (jeffrey.hirt@denvergov.org) updated the committee on the lengthy process of updating the General Development Plan process. A public review draft will be sent to registered neighborhood organizations in late December, and will be discussed a Planning Board meeting in February and to City Council in March. GDPs began to be used in the 1990s in Denver as a technical tool for larger complicated infill development sites to coordinate infrastructure and open space. Later GDPs evolved into a tool for holistic neighborhood planning. There are currently 29 recorded GDPs in the city, with the median size of 69 acres. Currently, there is a public meeting required, to be organized and managed by the developer. A plan is then considered by the Planning Board with a recommendation for approval going to the little-known Development Review Committee. City Council does not need to approve GDPs. Some of the proposed revisions are:

Rename GDPs to Large Development Reviews (LDRs)

Clarify that LDRs a re tools for implementation of already-existing city plans

Emphasize the LDRs will be processes not products

Minimum open space requirement of 10% will carry forward, but will clarify that parking lots cannot count, that space must be publicly accessible and must provide some type of community benefit
