INC ZONING AND PLANNING COMMITTEE MINUTES – MARCH 24, 2018
Committee Co-Chair Charles Nadler convened the meeting. The following items were discussed.
1. Sarah Showalter of the Community Planning and Development Department (CPD) updated the committee on the progress of the new Denver Comprehensive Plan. Since the several plan updates of www.denveright.org are nearing completion, CPD realized that it would also be a good idea to update the 2000 Comprehensive Plan, since some of the recommendations have already been accomplished and others need to be updated. Many cities across the United States have a comprehensive plan, which Sarah described as “the plan of all plans.” The idea is to have the new Denver Comprehensive Plan break down silos between different categories and to recommend multiple goals. There will be a draft for public review and comment in “late spring 2018,” which should be the same time as the release of the drafts of the other plans – Blueprint Denver (land use and transportation), Game Plan (parks and recreation), Pedestrian and Trails and Transit. All neighborhood groups should encourage their members to review and comment on the drafts. The committee discussed how progress in implementing the various plans can be measured.
2. The committee discussed the recently-formed Group Living Advisory Committee, www.denvergov.org/groupliving. The 42-person committee is composed of sub-groups which will recommend ways to update the zoning code as it regulates 1) shelters for the homeless; 2) community corrections; 3) adult and elder housing; 4) transitional and special care homes; 5) artist, cooperative-housing and boarding houses; and 6) emerging uses –tiny houses, single-room occupancy. Several representatives of registered neighborhood organizations have been appointed to the committee, including John Hayden of Curtis Park Neighbors, Michael Henry of Capitol Hill United Neighborhoods, Mimi Florence of Swallow Hill Neighbors, Loretta Koehler of Baker Historic Neighborhood, and Michael Garcia and Jim Lewis, both of Pinehurst Country Club HOA. There will be a large public meeting in June; however, the public is welcome to attend the sub-group meetings, which will be listed on the website.
3. Lilly Djaniants of CPD described the progress of the Downtown Area Plan Amendment related to the Central Platte Valley and Auraria, which were not addressed in detail by the 2007 Downtown Area Plan. The Planning Board will tentatively discuss the plan on May 2 and City Council on June 11. The current draft recommends much active space and amenities, more walkable blocks and a connected multi-modal street network.
