INC PARC Meeting Notes June 21, 2016
INC PARC met June 21 at Brookdale, 2020 S. Monroe. Present were co-chair Cindy Johnstone, James T. Sample, Ray Ehrenstein, Ronnie Crawford, Greg Sorenson, Kathleen and Jay Rust, Katie Fisher, Marlene Johnson, Derek Cocovinis, and Diana Helper. Guests from DPR were Fred Weiss and Kris Wilson.
Fred Weiss took comments regarding the Parks and Recreation draft Public Event Rules and Regulations. To date these have never been officially stated. They are still being worked on. The discussion included questions about curfews, food truck placement, noise, types of events, availability of park rangers, complaint reporting, and the complications of getting a permit. Kris explained there are ways they have to do this, but offered to help see applicants through the process as smoothly as possible
The final comment from the INC Park members was not having all the details that are yet to be developed and be able to review them for the policy implementation made it difficult to fully support the draft. An example is details about park capacity for events per location within the park. Many factors are considered for park event capacity—parking, public transportation, type of park and other considerations. The committee members supported the idea of creating a consistent policy for rules and regulations to be used for public events in the parks. The completed Rules and Regs must be done by Aug. 10 to present at PRAB.

Jay said Round 8 of the Park Designations is set to meet. The Speer Blvd. entry into town has been improved and beautified and is in the designation process. Ronnie reported the water level in Pond Park is good and fishing is too. Last year the pond water level was consistently low with a priority using the water from the pond on the adjoining golf course. Ronnie an others strongly advocated for a consistent water level for the health of the pond and fish.
Ronnie reported a section of the Platte near l-70-North and the stockshow, may be altered. This is in relationship to the Cornerstone project. The Greenway foundation will give a presentation to the Denver Trout Unlimited board of its plan/project for the Platte. INC Parks and Rec will again request a Platte project presentation from Greenway to its members. Derek is trying to get improvements to the parkways in the GW HS area. Diana advocated at the Urban Land Institute for ample open space as an important use of urban (and all ) land.
Cindy stressed the need to be sure our concerns are part of the new Game Plan and continue to think about what is important to be in the plan.
