INC Executive Meeting Minutes May 9, 2016

Meeting called to order at: 6:35 p.m.
Minutes:
Meeting minutes for April 11 EC meeting were approved unanimously.
Old Business:
Motion: EC must approve the EC minutes before publishing them. This can be done via email rather than spending monthly meeting time.
Vote: unanimous approval. EC members must approve them by email within one week of receipt. To be sent out to EC within 3-5 days after EC meeting.
Motion: Approve corrections (no changes) to by-laws
Vote: unanimous approval.
2016 INC Survey – SurveyMonkey is being used to solicit questions. Jane and Ian have volunteered to create the survey. Open-ended questions strongly suggested. Rank ordered questions also suggested for year-over-year analysis. Ian will create an action plan for the survey, including member and non-member organizations.
Content for the newsletter – give to Maggie for online and newsletter content. Suggestion to create an online place for RNO presidents to work together and gain information from each other for both members and non-members of INC.
Treasurer’s Report (see separate report) – Total funds – $37,181.98
Need to have a future discussion regarding how to use the money – four radically different proposals. Survey mentioned in previous comments could help to determine where funds should go.
No Budget Chair report. Report will be provided at next meeting.
No reimbursement to JJ Niemann for the wireless microphones at this time. Will be available for meetings until such time as INC chooses to purchase them. To be discussed again at June EC meeting. Will be used by ZAP for Blueprint Denver meeting.
Delegate meeting at DPS facility – Cost of meeting is $200 for janitor (Michael Johnson on DPS Board is covering it), plus $103 for TULIP insurance (INC will pay this). Christina Blakeman at DPS Community Use quoted the pricing. Need to find a less costly alternative if we are going to use schools for meetings.
SWIC: Jan Belle has a potential renter for our space who is willing to pay $300/month. We are just using it for storage, not a real office. We can get space elsewhere for this storage. JJ will work on finding a neutral storage facility. Jane will call Jan for a status update.
INC Special Committee
Drew Dutcher – Elyria resident for 9 years. President of Elyria/Swansea RNO, Architect/Planner.
Motion: Accept Drew Dutcher as a new INC Board member, replacing Don Tressler and fulfill the remaining one year of Don’s term.
Vote: unanimous approval
Recommend Drew Dutcher for INC Special Committee re: I-70 project. What is INC’s role going to be in the I-70 project? How do we best support the communities whether the project is approved or rerouted? What is INC’s role as advocates for NE Denver? Task force might be a better solution than a committee. Need help getting a handle on the unanswered questions right now.
Motion: Recommend change of this from a committee to a task force.
Vote: passed unanimously.
Scope of the task force: Drew will reword previous vision statement and send to EC.
Committee Reports:
Transportation: Next meeting 5/12/16. GM of RTD. Environmental Health re: health impact assessments. Denver getting ready to adopt written guidelines for where marked crosswalks will go. Will discuss mid-block pedestrian crossing lights. VisionZero commitment from INC and City of Denver. Will discuss joining the coalition with WalkDenver and others.
ZAP: Short-term rentals: “neighbors protecting neighbors” will be available Saturday for the delegates – 100 available. Need bodies at the City Council hearing on 6/13/16. Need people outside the building with signage. Will send artwork to EC meeting. Next ZAP meeting 5/21/16. Albus Brooks will be attending from 10:30 -11:30 a.m.
PARC: Yolanda from P&R will be there for a presentation. New park rules: Happy Haynes will be sending them out with PARC next blast. Grey water decision from P&R forthcoming. Ronnie Crawford taking a tour of Globeville/Elyria/Swansea park and river areas re: fishing. Next meeting 5/17/16.
Public Safety & Education: All info in minutes from committee. Working with traffic engineering re: mid-block crosswalks. Next meeting 5/25/16.
JJ will send email to EC re: moving next EC meeting to 6/14 or 6/20.
