INC Executive Committee Meeting October 8, 2018
Board Members Present: George Mayl, Loretta Koehler, Bridget Walsh, Maggie Price, Steve Nissen, Hank Bootz, Ernie Diedrich, Drew Dutcher, Jane Potts. (quorum)
Board Members Absent: none
Committee Chairs Present: Greg Sorenson, Ean Tafoya, Cindy Johnstone, Joel Noble
The meeting was called to order at 6:35pm by President George Mayl.
Treasurer Report The Sept 2018 Treasurer report was presented by Steve.
The check from Holy Transfiguration still has not cleared. The church has a new pastor so Drew will ask again. The SWIC check not cleared either.
The symposium Meeting on Saturday cost over $1300. It was agreed that the insurance cost be taken from the General Fund and not charged to ZAP.
(ACTION) It was moved by Bridget and seconded by Jane to approve the September Treasurer’s Report. Motion carried.
Minutes
Corrections
– Joel – Denveright was not sent only to statistical neighborhoods The City contacted all RNO’s
– Steve – edit parts of Treasures report – presented a copy to use his words.
– Ernie – correct spelling of Denveright.
(ACTION) It was moved by Ernie and seconded by Maggie to approve the minutes of the
September Executive Committee meeting with corrections. Motion carried. (Hank abstained as he was not present.)
Design Review Forum (Saturday, September 29 – Loretto Heights)
Thanks to Ean and Charles with ZAP for planning and presenting this forum that had great content and fabulous panels. About 70 people attended.
– The lack of water and power needed to have been addressed prior to the event. Such glitches do not reflect well on INC.
– Suggested a venue check-list or site plan be in place and checked during planning.
– The venue needs to be reserved in time to market the event.
– Phil Hainline filmed the event charging $225 for the day. The last minute set-up did not allow time for him to prep prior to filming which will take more editing time. It was suggested INC pay Phil additional compensation.
(ACTION) – Ernie moved to pay Phil an additional $250 seconded by Bridget. Vote: 7 yea, no nay, 1 abstain. Motion passed. George will write a letter of thanks to accompany the check.
– George is making a checklist for upcoming meetings/symposiums.
-The SWIC gymnasium is available to INC free of cost.
– The forum videos will be on INC website when editing and compression is complete.
Committees
Parks & Rec Cindy – Next meeting will be October 16.
Transportation. Joel – Next meeting will be November 8. There will be a review of Denveright at two separate meetings. No dates set for those meetings.
ZAP – Ean – Next meeting is on Oct 27. Will talk about Blueprint Denver and want to
do an update on Group living, Neighborhood Planning Initiative, and Accessory Dwelling Units. ADU’s.
On Group Living perhaps should we invite a fair housing atty to our discussion.
Loretta – attended meeting today to talk about unrelated adults in Group Living but no consensus was attained. Will be another full committee meeting in January.
The Zoning Agenda is addressed by things according to urgency.
Denveright Discussion
– CPD offered another 30 days giving organizations until November 30 to make comment, but CPD has not announced that extension.
– Drew – Many RNO’s are pushing for an extension until next year.
– INC posted online a document of what others have written as reference material in email, FB and twitter to increase discussion. Most opens by city employees not RNO’s
– Just got hard copies last week. At libraries last Saturday
– It came out electronically August 6 – average person would not read this huge document.
– Cindy has read hers in detail and said the two documents have to be read together.
– Needs to be more discussion – will INC make a resolution and take a position.
– INC needs a committee to go through to make a POSITION
– Gallagher listed good points favoring only two documents with deadline February 1.
– Maggie – Extension date or not, INC needs to have something in January as that is when it will start going to Council.
– Suggested Working Group – Cindy, Maggie, Charlotte Wizenberg, George, Gallagher, Maria
– Joel – does INC direction come from the neighborhoods, a true collection of neighborhoods? YES membership of INC is RNO’s
– Joel– need to use INC platforms to compare with proposed documents as there are already positions taken on many issues.
– The City has received over 2000 comments.
– Jane – my neighborhood will not discuss until Oct 17 at our quarterly general meeting.
– The city is not sending representative out to talk with or discuss with RNO’s.
PUSH FOR EXTENTION – but be ready for November 30.
Budget Greg – Is making the 2019 Budget. Submit budget requests by NEXT MEETING!
Sustainability Ernie started this new committee and asked for suggestions on members.
-A blurb out in email, FB, and on website and a Mailchimp invite.
– Go to RNO’s that have a proven Sustainable group.
– Ernie’s Vision – 1) Field trips. 2) Neighborhood Project Focus. 3) Big topic meetings.
– Ean – need to focus on Climate Action Plan; see denvergov.org
NEW BUSINES
George – Would like to plan ahead 6 months for meeting location and agenda dedicating each month to a specific location/issue.
Membership Report – Jane – City of Denver lists 208 RNO’s, INC has 85 RNO members

– After reaching out Jane learned it is apparent that our discussions and work are not meeting the needs of several neighborhoods. And we are not diverse. Yet several RNO’s that are not regular INC attendees are very active and affective.
– Jane met today with Councilman Paul Kashmann at his request. He said neighborhood representation to the city is very important and he would like the City to be more supportive of INC, suggesting that the City provide training for RNO’s board members to better represent neighborhoods to the City.
– Joel reminded us that at a meeting last year we asked people what they wanted INC to address and we have not done that.
– Delegate Meetings need to have shorter presentations. Maybe address more issues briefly each meeting. Limit committee reports to a couple minutes and Around the City should be no more than 1 minute and a true announcement.
Annual Dinner – Jane – Save the Date – January 23rd at the Holiday Inn Cherry Creek. The committee met again. Since it is difficult for Darcy to attend she is always is on speakerphone. Several have suggested youth groups to be nominated for the new $500 award. A group will be formed to evaluate the names and decide which four will be honored.
PUBLICIST – Too few people, even those active in the City and in neighborhoods are not aware of INC or what we do. There is a big need for someone to help get the word out. Cindy knows someone who can help analyze what we have now and can make suggestions of what to do. After that INC will consider drafting an RFP and put out the call to hire a publicist.
Steve –
1) Joel – fine article on ADU’s in Historic Denver. Thanks,
2) Would like a Contact List of board members address, phone etc
3) Survey Monkey – We use Advantage team for $270 annually that allows other RNO’s use it
That option will go away in April. If we renew before 12/31 will get discount at $25 month with two extra seats that INC can share with RNOs
4) Cranmer Park Sundial dedication – The Parks People is a nonprofit and a good organization
to nomination for an award.
5) Award Nominations solicited in November, time to promote.
6) Protocol – last event – we are not Denver Inter Neighborhood Corporation. We are Inter Neighborhood Cooperation
Drew – EPA has neighborhood members of Globeville, Elyria and Swansea involved in a Citizens Action Committee of the VVI70 Super Fund Site. INC needs to have a representative on that committee. Drew suggested Christine O’Connor as our rep. George will ask Christine so she can request to be on the committee as the INC representative.
