INC Delegate Meeting Minutes May 14, 2016

Meeting called to order at 9:08 a.m.
Minutes:
Meeting minutes for April 9, 2016 meeting were approved unanimously.
One change: Change abbreviation for association to Assoc.
Treasurer’s Report: (see separate report) – No monthly report. Audit beginning immediately.
Board of Directors: Appointment Ratification:
Motion: to accept new board members.
Michelle Schoen – Secretary: approved unanimously.
Drew Dutcher – Delegate-At-Large: approved unanimously.
Motion: To accept John Reicke’s appointment to Vice President.
Motion approved unanimously.
The City’s major plan rewrites:
Four connected plans:
- Blueprint Denver – Land Use
- Game Plan: Parks & Recreation
- Denver Moves: Transit
- Denver Moves: Pedestrians/Trails (Sidewalks and trail connections)
May 19, Mayor Hancock will announce who is going to assist in writing the new plans above. INC and our communities will have a big impact on how this happens over the next 18 months. ZAP meeting on May 21 to discuss what this will look like.
INC Committee Reports:
INC sponsors food bank at SWIC. Jane Lorimer and Joanne Kuemmerlin are heading up the charitable arm of the INC. Will collect toiletries at the June Delegate meeting to assist women.
Transportation: Joel Noble: Last month, 3 topics: CEO/GM of RTD is Dave Genova – gave an update on FASTracks. Update on new fare schedule and technology changes. Denver Public Works approved new criteria for pedestrian crossings, including mid-block lighted pedestrian crossings – can use 311 online to make requests. Safe Routes to Schools also made a presentation. They are using WalkDenver’s WalkScope program to highlight problem areas.
Sidewalks: CM Kashmann is working with a sidewalk working group to determine problems, and options for remedies. Gathered information on how to pay for repairs and maintenance. Much more cost effective to do entire blocks than to do a single residence. Looking at a small fee per property to cover costs.
Go: Speer/Leetsdale project: Neighborhoods invited to participate.
Federal Corridor: Visioning for the updates and changes along the entire Federal corridor in Denver.
ZAP: Margie Valdez: New buttons (“Neighbors Protecting Neighbors) for June 13, 2016 City Council hearing on short-term rentals. INC supports primary residence only. You will be given 3 minutes to testify – you can give your minutes to someone, but nobody will be allowed to have more than 6 minutes total. Sign-in begins at 5:00 p.m. Next meeting: Saturday, May 21, 2016 9:30 a.m. Questionnaire/Survey: Report cards on City Council people. How well do we view them doing their job with our money? We need the survey in other languages: Spanish, Vietnamese, French, etc. We do not have the money, but we do have the vote!
City Notice on Public Hearings: Maggie will upload information to the INC website.
PARC: Maggie Price: Last month’s presentation by Ronnie Crawford re: fishing in the South Platte River. Presentation is on the last month’s PARC meeting minutes – video available online. Next meeting: Tuesday, May 17, 2016 at 6p.m.
Public Safety & Education: Merce Lea: Not going to discuss VisionZero today. Safety and Education committees meeting together to discuss safety around schools. Public Works attended last meeting – found out how hard/expensive it is to get new signals/lights around schools. Working with DPD. Going to do field trips to jails, rehab centers, etc. Next meeting: Tuesday, May 25, 2016 and DPD District 3. Contact Merce if you’d like to get on the email list or sign up on the INC website.

RIP Myrna Hipp – passed away on Easter Sunday, Mary 27, 2016 who “…spent over 40 years tirelessly working to make Denver a more equitable city, by expanding affordable housing and community services for its most at risk students”.

HUNI – www.denverhighland2.org – meet at Elevate Church on third Tuesday of every month at 7:00 p.m.
Amended/Restated Articles of Incorporation for INC:
Article 7: Liability and indemnification: Excludes directors from litigation specifically regarding fiduciary management. Tabling the articles for now so EC can discuss and address this article.
INC Directory:
INC will create a PDF document of all organizations and contact people involved in INC. There is a list of people who opted out of having their personal information published. Need to add a note that states the list is only to be used for INC-related business.
Motion: Move to proceed with the plan to publish a PDF of INC delegates to only be shared with INC delegates, minus personal information for those who have opted out.
