SWIC Started by Jan Marie Bell in 1957

SWIC Mission brings equity and community, neighborhood improvements, graffiti removal, etc.

Includes Mile High Early Learning and Head Start Program

Southwest Neighborhood Housing Cooperation – planning new development, counseling, etc.

Budget is $500m per year

Any city agency can take over city nonprofit building space (like Wash Park facility)

SWIC operates without a lease, has been given a expiration of 2 years by city (Mayoral)

Encourage members to support SWIC and communicate to the city

Committee Updates

Zoning and Planning, Christine O’Connor, Co-Chair Zoning and Planning

1. Next meeting SAT. January 25^th,  at 1201 Williams St.
2. Topics for Jan. 25:

1.     Councilwoman Amanda Sawyer — proposed Policy Re Oil and Gas permitting

2.     Group Living Advisory Committee (GLAC)  Contact at Hope to have Andrew Webb of CPD come again to talk about CPD to changes in zoning code about Group Living

3.    One elementa of those changes is a  Change to the Household definition — Two citywide meetings have just been announced.

4.     To be announced:  Laura Aldretti, CPD Head, come to has been invited to recaption  hosted by ZAP with RNO presidents. Stay Tuned.

Community Advisory Group, Chair Christine O’Connor

1. Next Saturday, Jan. 18 from 1-3 pm, Bruce Lamphear speaker. RNOs have been notified.l INC is platinum sponsor.

Transportation Committee, Chair Joel Noble

Joel Noble provided the committee report for the Transportation Committee. The last meeting was held on Thursday, January 9th, and had a record-setting 63 people in attendance. Topics covered were:

1. Jeff Walker, RTD Boardmember, shared his thoughts on:

• The current driver/operator shortage and how it got as bad as it is (down 60 light rail operators and 80 bus operators)
• Changes to improve recruiting (e.g. pay) and retention (e.g. better working hours) in order to restore the service currently under discussion to be cut to match existing resources
• His thoughts on the Reimagine RTD effort and how other transit agencies have developed a more ridership-focused bus network with similar efforts.
• What he’s looking for in the next RTD General Manager. (The Interim GM search is occurring now and the permanent GM search will begin shortly.)
• His experience and reflections on serving on a geographically elected RTD Board

2. Pat Kennedy with the Denver Dept. of Transportation (DoTI) and Infrastructure presented on:

• Snow plowing practices for arterials, collectors, and local streets, for regular and extraordinary snow events.
• He provided a review of the late November 2019 storm aftermath, how local streets were affected more than usual due to the prolonged post-storm cold, and possibilities for more local street work for severe events in the future.
• The 2020 paving schedule and an overview of historical and current pavement quality by street type.

3. Nick Williams, DoTI, presented on micro-mobility, including;

• The history of bike and scooter sharing under the Dockless Pilot Program, including ridership stats
• A preview of the forthcoming Request for Proposals to bike-share and scooter-share companies, looking for one or a small number of providers to have an exclusive contract with Denver for bike and scooter share. The RFP is expected out in January, and an operator may be in place by late summer.
• This move from an open permit-based approach to a more negotiated selected-provider approach has taken on more urgency with the shutdown of the B-Cycle system at the end of January recently announced by Denver Bicycle Sharing.


4. Eulois Cleckley, Executive Director of the Department of Transportation and Infrastructure provided a look ahead for 2020:

• 2020 will see a continued intense focus on Vision Zero goal
• 2020 will be guided by an emphasis on equity in project selection and rollout
• Mr. Cleckley provided an overview of all major projects and studies planned for the year.

The INC Transportation Committee will be continuing the same meeting pattern in 2020, and will be at 1201 Williams Street unless high attendance makes us find a larger space. The upcoming dates for the year are:

• Thursday, March 12th, 2020 — 6pm-8pm
• Thursday, May 14th, 2020 — 6pm-8pm
• Thursday, July 9th, 2020 — 6pm-8pm
• Thursday, September 10th, 2020 — 6pm-8pm
• Thursday, November 12th, 2020 — 6pm-8pm

Education Committee, Chair Amy Duclos

1. Working on forming the committee (year old) – Seeking additional members and regular scheduled meeting
2. Working with DPS board members – discussing neighborhood advocacy
3. 60 schools in DPS w/out AC (89-90˚ school rooms) – window fans (putting up a 2020 bonds for AC for $20m)
4. Knight Academy – Roundup on the playground (Ask DPS to stop using Roundup)
5. Cory Elementary – Roundup used at gardens and chicken coops
6. Lead filtered water fountains
7. INC hired an outside financial consultant to look at DPS tax payer money
8. Rosedale campus (Baker neighborhood) – DPS school being sold, DPS projecting decline in enrollment

Parks and Rec Committee – Co-Chair Maggie Price

1. Next meeting is January 21^st, Guest is Dan Goldhamer, Horticultural Agent, discuss Pesticides and Herbicides, Meet at Brookdale in Arts & Crafts
2. Every other month meeting
3. Wrote letter to City Council take back zoning of parks last month
4. February 8^th Meeting – Denver Water discussing their Lead Mitigation Plan
