Attendance:
Board: JJ Niemann, Michelle Schoen, John Riecke, Bibi Alexander, Drew Dutcher.
Committee Chairs: Joel Noble, Margie Valdez, Jane Lorimer.
Guests: Jo Barrios of Uptown on the Hill and Tom Mobley of Harkness Heights
Meeting called to order at: 6:45 p.m.
Minutes: Meeting minutes for August 8, 2016 EC meeting were approved unanimously.
Treasurer’s Report (see separate report) – Total funds – $35,561.68.
Review of strategic vision/goals/tactics including metrics for each goal. JJ will upload the approved version to the website.
- Corrections/Additions to Strategic Vision/Goals/Tactics:
- Need to add people who have attended or are participating in Denveright boards and task forces.
- Margie Valdez was appointed to Excise & Licensing review of liquor and marijuana policies.
- Drew Dutcher, Bernadette Kelly, John Joseph Niemann appointed to the Denveright “Think Tank”
2016 Budget Report – Reviewed
INC Dinner: Jane Potts has agreed to be the chair for the 2017 dinner. She will attend our next meeting to present plan and initial budget. Visit Denver, our primary sponsor, prefers we select a venue who is one of their member partners. Jane Lorimer passed Jane Potts a “list” of Visit Denver’s comments about this past dinner.
Introductions: Jo Barrios (Being considered for the Budget Chair position.) Tom Mobley is attending tonight as an observer, but may become appointed to our vacent at-large position.
November Delegate Meeting: Charitable Works plans a Sock Drive to benefit Denver Rescue Mission.
Committee Reports:
Transportation: Joel Nobel:
Book club: Joel has donated to the Transit Alliance Library, on behalf of INC, multiple copies of Human Transit by Jarrett Walker. The library is located at 1536 Wynkoop St. Ste 105 and the books are stored there for lending. October 4th and 18th sessions are scheduled. Everyone on the INC transportation mailing list has been notified.
ZAP: Margie Valdez: Two ZAP motions passed at 9/10/16 delegate meeting: Passed support for affordable housing program created by CW Robin Kniech. Also passed support for Humboldt properties. Letters to be written and INC will attend the City Council meetings where these are discussed.
City of Denver Cannabis Consumption Pilot Program – allows social consumption of cannabis in bars, restaurants, art venues, etc. Initiative states any eligible registered neighborhood association can approve the location. Margie recommends opposing that specific section of the proposed ordinance. Smart Colorado and League of Women Voters agree – Restaurant Association may also be on-board. Margie is requesting permission to work with Smart Colorado and League of Women Voters to put together a campaign against this specific language.
Need to write a letter to City Council and the Mayor’s office for marijuana policy stating RNOs must be notified and provided with “needs and desires” hearing regarding marijuana social clubs.
New Business:
Jo Barrios: JJ appoints for Budget Chair: Jo Barrios is the Uptown on the Hill Neighborhood Treasurer. Jo works for the state in disaster recovery.

Election Forums: Working with League of Women Voters and Denver 8TV to provide election forums. Will happen at Denver Channel 8 studio at the City and County Building. Requesting $500 this year ($250 last year plus administrative costs/secretarial of $286). INC to consider contribution of “not more than” $500 – need to clarify wording. Action Item: Should we be a donor or a sponsor this year?
Motion: Board authorizes to provide up to $500 to the League of Women Voters as part of our relationship for the candidate forums and nine ballot initiatives.

Proposed INC bylaw change:
Several years ago, INC instituted two-year terms of office for board members with a three-term limit. The purpose of the proposed change is to roll back the consecutive term limits to two consecutive terms to promote fresh voices and prevent staleness in the organization. We are also removing unnecessary wording in one section.
Current bylaws:
ARTICLE VI – OFFICERS

The body of officers shall be called the Board of Directors (BOD).

Officers of INC shall be: President, Vice President, Secretary, Treasurer, and five (5) Delegates-at-Large.

Officers shall be elected for two-year terms, at the annual meeting by the delegation, and shall serve no more than three (3) two-year terms.

Current terms served prior to the bylaw changes of 2014 do count toward the three consecutive terms that can be served.

The president, secretary and three (3) delegates-at-large will be elected in even-numbered years.

The vice-president, treasurer and two (2) delegates-at-large will be elected in odd-numbered years.

INC City Leader Perception Surveys: 504 City leadership perception/satisfaction survey responses as of cutoff – 323 people received original request, and others were circulated from original people. The most responses came from City Council districts 5, 6, 9, and 10.
Margie Valdez: There are eight (8) new city planners starting soon who will work on neighborhood plans.
