MEETING MINUTES – INC’S ANNUAL MEETING JULY 18, 2020
Welcome
George Mayl, INC President, called meeting to order at 9:05am
38 delegates (9:13am) in attendance on ZOOM (Quorum present)

Election Results
Ballots were sent via Survey Monkey to all RNO delegates of record to elect president, secretary and three delegates-at-large for the 2020-22 Board. The following were elected:
Loretta Koehler, President
Blair Taylor, Secretary
Delegates-at-Large: Hank Bootz, Jane Potts, Maggie Price
This leaves open seat of Vice President to be appointed by Board
Greg Sorensen Ratified as Treasurer
INC’s Board approved Greg Sorensen to fill vacancy of Treasurer in June; the delegates approved unanimously to ratify this appointment which serves through Annual Meeting 2021.
Zoning & Planning Resolution – Christine O’Connor
GLAC Resolution adopted by INC’s ZAP Committee for presentation to Delegates
(46 delegates present at 9:49am)
Comments included:
- Questions on eviction rates whether they will be increased or decreased.
- Fair and consistent process, with only 6 of 11 council districts participating
- Positions planned to be taken by various RNO member groups
- Montebello is happy to see household living and group living separation by INC, need to be restriction on number of children in the house, neighbor disturbances, trash, parking, zoning, right of way responsibilities, will support INC resolution.
- Montbello would like to see a rental registry. Also spoke about their operation of a mobile community food pantry since March 1; Apartment complex has many unrelated living together and lots of problems with trash, traffic, parking.
Baker requests a change to this INC resolution to turn into three separate segments to vote on instead of one. Allow people to vote on specific issues. Motion to vote separately on each part of the INC resolution.
Motion: Change INC resolution vote on each separate resolution instead of one vote for all. Each paragraph will be become its own vote. – Motion made by Adrian Brown, Seconded by Tim Carl.
Vote Outcome: 24 yes, 14 no, 2 abstain – Motion to vote on each portion of ZAP’s Resolution separately passed
Friendly motion to de-bundle the household definition and do outreach. Motion by Cindy Johnston. Conversation: CPD didn’t do outreach and difficult for to community to engaged, support INC resolution. Christine call to end debate, seconded by Bridget Walsh.
Section 1: Motion to vote on section 1 of the proposed Resolution – Motion made by Christine, Seconded by Bridget
Vote Outcome: 38 yes, 9 no, 3 abstained – Resolution Section 1 Passes
INC recommends that Denver de-bundle the household definition portion of the proposal and the residential care portion of the proposal.
Vote on Section 2
Vote Outcome: 36 yes, 3 no, 7 abstained – Resolution Section 2 Passes
INC recommend that Denver not move forward on the new household definition portion of the Text Amendment without a concurrent regulation creating a Rental Registry. Such a Registry would be through Excise & Licensing and could require registration, licensing, inspection of all properties being used as rentals.
Vote on Section 3
Vote Outcome: 37 yes, 3 no, 6 abstained – Resolution Section 3 Passes
INC recommends the City rethink, and make mandatory, outreach by CPD to minority communities, to persons not active in RNOs or receiving communication from RNOs or through social media, to the broader community not reached in the four town halls, and to renters, so as to proactively gather input from all corners of the City. INC strongly recommends that CPD be required to include black indigenous people of colors and renters in full discussion for every planning initiative and for work on all proposed text amendments.
