Inter-Neighborhood Cooperation Transportation Committee

January 14, 2021 @ 6:00 pm - 8:00 pm

Everyone is welcome! We discuss a range of transportation, transit, and streets topics, build connections with the agencies and organizations involved, and ensure that neighborhood input is included in plans at all levels! Attendees do not need to be INC delegates. You are welcome to participate even if your neighborhood organization is not a member of INC, or you are not active in a neighborhood group. We’re starting 2021 with a look ahead from leaders of two of the most important transportation agencies and departments — Debra Johnson, the new GM and CEO of RTD, and Eulois Cleckley, Executive Director of Denver’s Department of Transportation and Infrastructure (DOTI). We’ll also hear about the possibilities for doing better with sidewalks from Councilman Paul Kashmann, a walkability advocate who has made sidewalks a key focus of his throughout his time on Council.   • Looking Ahead at 2021 – Debra A. Johnson, RTD CEO and General Manager
    In November, the RTD welcomed its new CEO and General Manager, Debra A. Johnson. We’re excited to be able to meet with her so early in her role at RTD, and will hear her current thoughts on the challenges RTD faces and its opportunities for the future.
  • Denver’s Sidewalks — Where Do We Go From Here? — Councilman Paul Kashmann
    Following a recent audit of Denver’s “Neighborhood Sidewalk Repair Program” that found pervasive issues with the program, and provided many recommendations. Recommendation 1.4 calls on DOTI to “Review City Ordinance regarding Responsibility and Funding Obligations for Sidewalk Repairs”, calling on DOTI to “review city ordinance and assess whether the property owners’ responsibility and liability to maintain and repair sidewalks is reasonable and is the best approach to address the city’s needs.”  This is what INC has been calling for over many years, including in our Transportation Platform. We’ve invited Councilman Kashmann to share with us his thoughts on the current state of Denver’s sidewalks, and to share his thoughts on where we might go next.
  • A Look Ahead for 2021 — Eulois Cleckley, Executive Director, Denver Dept. of Transportation and Infrastructure 
    We are excited to start the year once again with Eulois Cleckley, who will share the 2021 DOTI transportation projects. It’s always great when the head of a department joins us to talk about how upcoming work and evolving plans will improve the safety of mobility across Denver.
  • State Legislative Update – Piep van Heuven, Director of Government Relations, Bicycle Colorado
    Each session there are several pieces of legislation that can affect the safety of the streets in Denver and around Colorado. Piep van Heuven, a regular at our INC Transportation Committee meetings, will give us an update on key transportation legislation to follow and Bicycle Colorado’s 2021 legislative efforts.

 


Moving People Forward

Moving People Forward is Bicycle Colorado’s annual event that brings together thought leaders, innovators, decision-makers, business leaders and stakeholders to explore the trends, topics, and technology at the forefront of the mobility revolution. This year’s conference is a series of virtual sessions spread over February 9-18.

Keynote speaker Dr. Destiny Thomas is a change agent and anthropologist planner. She is the founder and CEO of Thrivance Group, a multi-regional, socially responsible, for-profit firm that works to make public spaces and public services more safe, more healthy and more accessible, especially for Black, Indigneous, and transgender people, and those with disabilities.

DOTI Advisory Board – Applications Open!
In 2019, the voters of Denver amended the City Charter to create the Department of Transportation and Infrastructure (DOTI). This new department was created to advance an efficient multi-modal transportation system in Denver.

In 2020, the voters of Denver again voted to amend the Charter of the City and County of Denver to create an Advisory Board for DOTI. This board will be comprised of 19 members (6 Mayoral appointees and 13 City Council appointees) and is charged with advising DOTI on transportation policy and operations of the department along with reviewing and commenting on the proposed annual department budget.

Member Duties and Responsibilities

  • Understand plans, policies, and projects within the Department of Transportation & Infrastructure.
  • Review and provide comments on the proposed annual budget.
  • Learn how DOTI makes decisions on prioritizing equity, trade-offs, and constraints.
  • Become familiar with local transportation issues and make recommendations to DOTI.
  • Study Denver’s transportation and mobility Master Plans (Strategic Transportation Plan, Denver Moves: Pedestrian & Trails, Denver Moves: Transit).
  • Promote travel demand management strategies and encourage the use of multi-modal methods of transportation.
  • Promote community involvement and education of transportation issues affecting Denver (e.g. Vision Zero program).
  • Advise DOTI staff on issues related to public involvement on transportation projects with the goal of developing consensus.
  • Attend monthly meetings, and optional regular site tours and trainings provided by DOTI staff.
  • Be a leader within represented community that encourages citizen participation and engagement in furthering DOTI transportation initiatives.

The Ideal DOTI Advisory Board

In order to assure a diverse and productive advisory board, the ideal board should the comprised of the following:

  • Representatives with a variety of interests, backgrounds, and geographic areas
  • Professionals from transportation disciplines including planning, engineering, transit, nonmotorized, freight, technology, construction, program management
  • Community members who have an interest in transportation as evidenced by training, experience or actions
  • Balance of multi-modal transportation interests
  • Experience analyzing financial documents and budgets
  • Diverse and equitable citizen representation from throughout the City
