Landmark Preservation Commission (LPC) Design Review Process Revision

There are some significant changes proposed for the landmark preservation process, including greater involvement by Registered Neighborhood organizations. The Landmark Preservation Commission (LPC) is proposing to formalize and finalize design review procedures and requirements that reflect current practice and/or which are currently being phased in through a pilot program. The Commission will be holding a public hearing on Oct. 6, 2015 at 1 p.m.
Three major design review improvements are proposed to be adopted through the rule-making process:
- Pre-application submittal and meeting requirements for large-scale projects, demolitions of historic structures, historic window replacements, lot splits/combinations, and large additions
- Two-step design review process for infill construction
- Registered Neighborhood Organization (RNO) coordination for large-scale projects.
Large-scale projects are defined as infill construction, rooftop additions (or pop-tops), or accessory dwelling units.
The above three improvements require rule-making adoption by the LPC in accordance with the Rules and Regulation procedures set out in Article VI. Sections 2-91 through 2-99 of the Denver Revised Municipal Code. The rule-making process has notification and public hearing requirements to ensure that interested parties are aware of the proposed rules and have the opportunity to provide input prior to their formal adoption and implementation. Adopted rules are important to convey major design review requirements of the LPC to applicants, property owners, neighborhoods, interested parties and the general public.
The LPC is also slated to review and approve a new infill construction customer guide, application form(s) and checklist, including associated worksheets which analyze a project’s impact on the character-defining features of a historic district. The LPC will consider and adopt the infill construction customer guide/application form at a regular meeting without a public hearing, but will invite public comments both at and prior to the meeting.
