INC PARC MEETING JAN 15, 2019
Attendees: Cindy Johnstone, Maggie Price, Jay Rust, Helene Orr, Ronnie Crawford
Jay Rust informed us that this is the first month of the new alcohol policy for Parks and Rec. In past PRAB voted on the policy, of the 9 only 3 were not in favor (Kashmann appointee, DPS and Jay). Parks and Rec’s considers this to be only a pilot program and the Rangers are charged with enforcement of rules.
A review of our 2018 goals were read by Cindy
1. Urge OSA zoning decisions to City Council
2. Continue to designate parkland and open space.
3. Team with INC ZAP to increase zoning requirements for park and open space with emphasis on developments with increased density.

5. Review and update the park platform (plans were superseded by game plan in 2018)
6. Reach out to PRAB and encourage timely agenda and ask for more convenient meeting location. Jay will ask that paper agenda and discussion items be available to audience.
7. Participate in Game Plan survey and Blue Print Denver
Our group decided to revisit all the goals of 2018 and use as goals for 2019. Platte River will also be added as there is some concern for River Mile around Elitch redevelopment. Ronnie has been in the contact with the City and Developers for Trout Unlimited. We also need to engage DPR regarding their plans for the River. Jay and Ronnie stressed that the S. Platte is a shallow river and boulders are strategically placed to aerate the water for the fish and wildlife.
There are items to be expanded: drinking fountains in parks, increased monitor of water quality in parks, long range plans to increase our tree canopy, long plans to increase revenue for parks other than P3, recycled water updates, increase pocket parks,

Maggie and Cindy reported that CW Ortega came to the INC January delegate meeting and described the difficulty that council has had obtaining outside attorney representation. Council tried to obtain an attorney outside of City Attorneys office to review contracts concerning the Great Hall at DIA. They were told by City Attorney to dismiss the outside attorney. Some council members plan to bring this to the remaining council for a vote to change the policy. Cindy asked Ronnie to speak with Jolon and urge him to vote for this. Helene will speak with K. Flynn. 7 votes are needed to pass.
Discussion on the effect of our letter about the Game Plan.
We asked that they include in the appendixes the parks and parkways that are designated, they did not include.
Park land not designated, did not include. In Glossary we asked them to define parks and greenbelts and open space, they did not do. Conclusion is that CPD seems to believe the document is the definition. We asked them to change the 3 year plan to 5 . Develop and show budget and annual expenses.Cindy read some of the strategies and priorities contained in the revised document
Maggie presented a resolution to go before the delegates asking that Blueprint Denver and Game Plan not go to council until after the May election.
PARC will take letter sent to CPD about the Game Plan and write another letter pointing out what was note responded to.
A group that has been meeting concerning Park Hill Golf Course has asked PARC to support a letter regarding maps and definitions created in Blue Print Denver. Zoning for Parkhill golf course has been returned to open space but a new definition of privately owned open space lumps all private space together without noting that PHGC is protected by perpetual conservation agreement. Attendees agreed that this should be part of the February meeting.
Ean Tafoya was out of town and asked that a letter concerning the goals that he felt PARC should address be read. In addition to some items already addressed his list included:

Public transportation to the mountain parks and red rocks.

Construction of publicly accessible restrooms and drinking fountains in parks

The construction and designation of parks in SW Denver, which hasn’t seen its fair share over the years and has had one new park in 30 years.
Cindy created a brief draft of a resolution concerning game plan and blue print Denver, read to group and all agreed that it was a good start and will be forwarded to INC Exec.
CHUN is discussing the possibility of commercializing Tears Mc Farlain house which sits on edge of Cheesman Park. This type of commercialization has been discussed in other parks.
