INC ZONING AND PLANNING COMMITTEE MINUTES – August 25, 2018
Announcements
- Group Living Open House, was held August 14, 2018. Everyone is encouraged to check out the website and project status.
- September ZAP meeting question. Objective is to have a Design Review discussion in September, so participants have time to use this information to provide feedback on various Denver plans. Decision made to move September meeting to the 29th from the 22nd, assuming arrangements can be made for speakers.
- Larimer Square citizen advisory meetings have been held, but the public and press have not been allowed to attend. The Larimer Associates/Urban Villages group has held meetings of all their presentations, reportedly giving only 5 minutes for the invited citizen advisory members to comment. Latest update on proposal is reduction to 20 stories from 40 stories, but still saying they need large amount of square footage to make project economically feasible. Need zoning change to go above 63 feet. Concern is whether city is being fully objective.
Speakers – David Gasper and Sarah Showalter from Denver’s Community Planning and Development
Topics: Comprehensive Plan 2040 and Blueprint Denver
(Link to presentation document)
- Comprehensive Plan 2040 is the 20-year vision for Denver and its people and reflects the voice of thousands of Denverites who have shared their hopes, concerns and dreams about the city’s future. The plan is a concise, high-level set of goals and recommendations. Click here for the Executive Summary.
- Blueprint Denver is a citywide land use and transportation plan for the next 20 years that calls for growing an inclusive city through: complete neighborhoods and complete transportation networks; a measured, common-sense approach to new growth; and for the first time, land-use decisions through the lens of social equity. Click here for the Executive Summary.
- Both initiatives utilize the six “vision elements” from the Comprehensive Plan, i.e.,
- Equitable, affordable and inclusive
- Strong and authentic neighborhoods
- Connected, safe and accessible
- Economically diverse and vibrant
- Environmentally resilient
- Healthy and active

- INC ZAP key questions/comments during Showalter/Gaspers meeting presentation
- Comment – Numerous individuals noted that climate change is such an impactful phenomenon that it should have been directly dealt with independently or as a part of ALL plans and the six, common vision elements.
- Question – who is researching and making recommendations about the front range’s population carrying capacity? Answer – DRCOG and other area regional councils and Denver Water. Colorado does not do state-wide planning of this nature as some other states, like Florida, do.
- Comment – Regarding mobility plans, it was noted that Public Works is quickly becoming a ‘curb lane management team’ as increased and sometimes competing demands for this space continue to arise.
- Comment – Clarification was made about land use decisions. That is, the Comprehensive Plan and any of its adopted supplements are the controlling guidance for land use decisions. All of the sub-plans and neighborhood plans fall into this category under the Comprehensive Plan.
