39th Avenue Greenway Team Selection Announcement
DENVER – Today City and County of Denver staff announced the team recommended to lead the 39th Avenue Greenway and Park Hill Detention Design/Build project, which will result in a mile of vibrant, new recreational space in east Denver:
- SEMA Construction, Lead Design/Build Contractor
- Felsburg Holt & Ullevig, Lead Engineer
- Icon Engineering, Drainage Engineer
- DHM Design, Landscape Architecture
- ECI, Park Construction
The recommendation will be considered by Denver City Council and follows a collaborative nine-month selection process driven by a panel of city staff and community representatives. The design also implements the community values, goals and vision of the Elyria-Swansea Neighborhood Plan, which underscored the importance of creating better east-west connectivity, connections to green space, water quality and additional flood protection.
The SEMA team was chosen for meeting the city’s technical requirements for 100-year storm flood protection and providing the best value for delivering the community’s desires for a wide range of amenities along the 12-acre greenway including:
- Multiple plazas
- Shared structures
- Flexible open lawn area
- Playgrounds
- Nature play
- Fitness equipment
- Community gardens
- Amphitheatre/outdoor classroom for entertainment and educational opportunities.
- Bike facilities
- Specialty lighting
- Specialty seating
- Improved connections to the greenway
- Denver’s first “shared street”
- Additional roadways (42nd over Market lead, extension of 39th Ave between York and Steele)
- Wayfinding signage
- Safety call boxes
- Pedestrian bridges and low flow crossings
The design process for the Greenway will continue to be community-driven as the recommended team’s initial proposal is refined with input from the public in the coming months. The guidelines and requirements driving the design of the greenway were produced as part of a lengthy collaborative process with neighborhood representatives.

The 39th Avenue Greenway and Park Hill Detention Area are part of the Platte to Park Hill: Stormwater Systems program that is working to update a century-old stormwater system, provide critical flood control, enhance community spaces, and protect public health and the environment.
