DELEGATE MEETING – NOVEMBER 12, 2016

Welcome-Denver Health
The meeting was hosted by Denver Health at Rita Bass Trauma Center Auditorium. Elbra Wedgeworth, Chief Government and Community Relations Officer and former City Council President 6000 employees get trained as paramedics, EMT, and young people can join earlier to build the pipeline of trained EMT. Scholarship program for youth.
Denver Health and Hospital Authority (the “Authority”) was created by the Colorado legislature as a body corporate and political subdivision of the State of Colorado. The Authority began operations in 1997 after having separated from the City and County of Denver (“the City”). The Authority is governed by an eleven-member Board of Directors that is responsible for the operation of the Authority’s health system, including the Denver Health Medical Center
- Denver Health first started back when Denver was “wild and wooly.” People got shot a lot and that’s how hospital got started. Treat all people within Denver.
- Manned tables outside this auditorium with more information about training programs.
- Community health program is 50 years old and now is one of the oldest in the country. New urgent care recently established on Federal Boulevard.
- Goal to put all administration staff in one building. That goal is by 2018.
Neighborhood Awards Dinner – Jane Potts, Chair
2017 dinner is Tuesday, January 31 at Doubletree Stapleton Hotel. Easy access parking. A reminder that invitations will come via email via a program called BlackTie. Please check your SPAM folders to ensure receipt. Roaring Twenties theme, with entertainment.
Main reason for the dinner is to honor Denver residents who have done things above the norm to improve the Denver community and/or their neighborhoods. We also host a silent auction as a fundraiser for INC operations. Donations are appreciated, especially art pieces. Contact Jane Potts or Gayle Rodgers- see the newsletter for details. Donations for the auction may also be dropped off at the Doubletree on Friday or Saturday. Digital copy of auction form is on www.denverinc.org or email for information at president@denverinc.org.
Election Outcome-State, Local – JJ Niemann
- JJ presented election results (candidates elected, ballot issue outcomes)
- Noted that Beth McCann, elected to District Attorney position, is interested in neighborhood Involvement.
- Even though some laws passed, there is still time for Denver residents to stay involved in shaping those issues
Motion by Katie Fisher related to Ballot Issue 300-Marijuana Social Clubs Pilot
[Motion:] Motion by Katie Fisher, George Mayle seconded.
To authorize INC to approve funding to be determined by the Board (if needed) to engage a lawyer or other expertise help create good neighbor agreements (GNA) template/guidelines related to marijuana issues (retail, medical, social club) and/or liquor licenses.
- Primary concern is the social club initiative for marijuana, there is limited input from RNO’s required.
- INC’s website does contain a section called Library and within that Excise and Licenses section and sample GNA’s.
- Passed by a majority: 25 for, 0 against, 1 abstain
Charitable Works-JJ Niemann, Jane Lorimer
For this meeting, INC requested sock donations for Denver Mission. Due to a poor response with many saying, ‘they forgot’, we asked the question: How do you want to be reminded? Responses: Text or short email – subject line reminder.
AE volunteered to take any socks people wanted to hand to her today and wash them and bring to Jane for the donation. Socks are the one item that helps people in Colorado who are in the elements, especially in winter.
Katie also suggested future requests for collections be spread into our respective neighborhoods, with a representative collecting there. Those items collected would then be joined into our INC efforts.
[Motion:] Motion by Maggie Price to authorize an expense from Charity account for from $100 to $150 for Jane Lorimer to use to purchase socks at COSTCO to add to our donation. Katie Fisher seconded.
Motion passed unanimously
Parks & Rec (PARCS) Committee – Maggie Price, Chair
PARCS addressing ADA people who apparently ask for things needed but we are not sure if Parks government group is answering. Univ. Park is looking into the city’s process for ADA construction projects.
The last meeting discussed the impact of climate change- presented by Denver Environmental Health. See meeting notes at
Next meeting is Tuesday, November 15. The city auditor will present audits done on parks & rec. Meeting open to all. 6:00 PM at 2020 S. Monroe (Brookdale)
Transportation Committee– Joel Nobel, Co-Chair
Book Club – Human Transit by Jarrett Walker– discusses what people ideally want to see in a transit system. Transportation will announce future discussion groups. There is a library available for loaning the book through the Transportation Committee or can get online via Amazon or an e-book.
The goal in generating interest to read this book is to start conversations about how transit works, and how we can use it to create a better city. The ideal system is based upon seven demands such as t takes me where and when I want to go; it’s reliable and so on.
Bylaws Motion
A motion was made to amend our bylaws as follows.
ARTICLE VI – OFFICERS
A. The body of officers shall be called the Board of Directors (BOD).
1. Officers of INC shall be: President, Vice President, Secretary, Treasurer, and five (5) Delegates-at-Large.
2. Officers shall be elected for two-year terms, at the annual meeting by the delegation, and shall serve no more than shall serve no more than three (3) two (2) consecutive two-year terms in the same office.
[3.] Current terms served prior to the bylaw changes of 2014 do count toward the three consecutive terms that can be served.
3. The president, secretary and three (3) delegates-at-large will be elected in even-numbered years.
4. The vice-president, treasurer and two (2) delegates-at-large will be elected in odd-numbered years.
5. Officers shall assume their duties at the close of the annual meeting at which elected.
Passed 25 for, 1 against with amendment “in the same office” addition
