Meeting called to order at 9:08 a.m. 31 members signed in.
Minutes:
Meeting minutes for June 11, 2016 meeting need to be reviewed by the Executive Committee, then they will be presented to the delegates at the next meeting along with minutes for this meeting. No objections were raised by the delegates to present the June 11, 2016 delegate meeting minutes at the August delegate meeting.
INC Committee Reports
ZAP: Margie Valdez – Thank you to all who worked on the Short-Term Rentals. Committee is beginning work on two marijuana Initiatives – The Responsible Use Denver Initiative and the Neighborhood Approved Cannabis consumption Pilot Program Initiative. National Organization for the Reform of Marijuana Laws (NORML) presented at the ZAP meeting on June 25. Following their presentation, motion was made and approved by ZAP members to recommend to the delegates that sponsors of the Responsible Use Denver ballot issue, the Department of Excise and Licenses, the Department of Environmental Health and City Council that, if the ballot issue passes, the city should promptly develop and adopt ordinances to require: (l) Notification tor registered neighborhood organizations and public posting regarding all applications for private marijuana social clubs; (2) Needs and desires public hearings for all applications for private marijuana social clubs; and (3) Adequate ventilation measures to prevent nuisance marijuana aromas from escaping the licensed premises. Friendly motion made to include the Mayor’s Office of Marijuana Policy. Motion made by and seconded to add the Neighborhood Approved Cannabis Consumption Pilot Program Initiative as a sponsor. A separate ballot initiative was announced via the news on July 10th, ZAP will discuss this new initiative on 7/23/16. This 2nd ballot initiative will give Business Improvement Districts (BIDs) authority to approve applicant permits for the consumption of marijuana over an RNOs approval/disapproval.
Proposed Motion Regarding Proposed Marijuana Use Expansion (with amendment in red):
Motion:
Inter-Neighborhood Cooperation should recommend to the sponsors of the Responsible Use Denver and Neighborhood Approved Cannabis Pilot Program ballot issues, the Department of Excise and Licenses, the Department of Environmental Health, the Mayor Office of Marijuana Policy and City Council that if the ballot issue passes, the city could promptly develop and adopt ordinances to require:
- Notifications to RNOs and public posting regarding all applications for private marijuana social clubs and any group that may be formed as a result of these ballot measures being approved;
- “Needs and Desires” public hearings for all applications for private marijuana social clubs;
- Adequate ventilation measures to prevent nuisance marijuana aromas from escaping the licensed premises.
Discussion:
- Excise and Licensing is already in charge of these establishments.
- Could we enact something that would require Good Neighbor Agreements?
- Denver NORML sent email to all neighborhood groups in January 2016, but nobody responded to their request for information.
- Recommend sponsors of both groups be held to the same conditions.
Motion: Amend motion to include sponsor of 2nd initiative (Neighborhood Approved Cannabis Pilot Program) along with Responsible Use Denver, and include additional verbiage in bullet point number one stating “and any group that may be formed as a result of these ballot measures being approved”.

Amended Articles of Incorporation:
Article VII of the INC Articles of Incorporation: Indemnification provision for non-profits covers volunteers of a non-profit in Colorado unless the duty of loyalty is violated.
Motion: Take AoI off the table to approve amendments.

PARC: Maggie: PARC met with Fred Weiss CFO of Parks and Rec regarding new rules for events at parks. Rules were not firm, so PARC could not support them. Need determinations from Parks & Rec regarding park event capacity, public transportation, and parking. Parks & Rec must have a complete plan by 8/10/16 in order to present to Parks and Rec Advisory. August meeting canceled and PARC recommends everyone go to PRAB meeting on 8/10/16 at 5:30 pm in the Webb Building to voice your opinions.

Transportation: Joel Noble – No meeting in July. WalkDenver is having an event on the same date as the Transportation committee meeting, so go to that instead since meeting is canceled. Details are on the INC website. All details about Denveright are on the www.denvergov.org/denveright website.
INC Committee Chairs Needed:
One at-large delegate position is open on the INC Board of Directors.
Two committee chair positions open: Membership and Budget committees.
All three will be posted on the INC website.
Presentation on Affordable Housing Fund proposal: Evan Dreyer
City – Affordable Housing Tax and Fee Presentation to INC Delegates – 07-09-16
Proposal will be presented to Safety & Wellbeing City Council meeting on 7/13/16.
- Need for more affordable housing
- Rents have increased 30-35% since 2010
- 87,000 households 0-80% AMI are housing cost-burdened (paying more than 30% of their income on housing and utilities)
- Increased gentrification and concentration of poverty
- 2013-2016 progress
- Issued “Housing Denver” 5-year strategic plan
- Launched 250-unit SIB (Social Impact Bond) program for chronic homeless over the next year
- Strengthened city’s affordable housing preservation ordinance
- Issued gentrification/involuntary displacement study

- Hired consultant for Budget & Management Office – led to $15 million/year and 6,000-unit goals
